He went over the white line because Schumi gave him no place to go. Once he achieved an overlap and was still within the white lines (as the screenshots above shows), he was entitled to a cars width of space no matter what you think.

"You could disqualify him from the next grand prix, or two grands prix," said Warwick. "But we felt a ten-place penalty is a big penalty to carry for Spa. Hopefully he will learn from that and remember that the new stewards will not tolerate that driving."
