As I watched the drivers fight with a way too greasy track and their inability to use the power they had on tap,, I wondered why the teams didn't detune the engines slightly. It would make the cars easier to handle. They couldn't use full power even on the longest straight.

The output is not the problem.
What drivers want is good torque following (the PU delivers exactly what the driver pedal position input asks for) and that the relationship between pedal position, engine speed and torque is predictable (does not have large discontinuities).

They used to have different torque maps for the throttle pedal (just like you have on super sport bikes the last few years), but this is forbidden since Ferrari used in in the Schumacher years, it was seen as a driver aid.

Apart from that, the slick track in Turkey was just to bad...
