Isn't the pit lane speed limit a sporting regulation that isn't decided on by the host of the event?
22.10
A speed limit of 80km/h will be imposed in the pit lane during the whole Event. However, this limit may be amended by the Race Director following a recommendation from the FIA F1 Safety Delegate.

That’s what I thought hence why I was surprised to see auto sport saying it could be lifted

Yeah I think there`s some confusion here! If I recall correctly, Australia had an imposed speed limit [due to narrowness/safety] of 60 kmp/h rather than the norm of 80. This change, they hope will allow the FIA to up the pit lane limit...

Some other tweaks and resurfacing will hopefully create more overtake chances. Albert Park was a bit of a bore fest race wise recently/previously, they`re lucky it was the first race and grabbed attention that way.

An easier to understand explanation of the changes were written at Racefans.net...

Photos of each corner and a track map to start helped me understand exactly what they are proposing to do.
Lets hope we get to see the initial changes later this year before the resurfacing for next years GP. The pit lane modifications are already complete and they are starting on the corner alterations next week or was it Monday of this week??

Was gonna say in the Pit Lane photo I see the drainage area where Ricciardo lost his wing last time but realized that shot was taken milliseconds before he did. :P

The section from turn 6 to 13 is going to be no lower than 7th gear in the top cars. In 2019 they were doing the 11-12 combination in 7th and I can't see them doing it in less as the changes don't affect 11-12. They'll be quicker on approach so will be properly braking rather than just lifting, I guess, which might make 11-12 a bit more interesting because the car could be less stable on entry to 11. But the run along the back of the circuit is going to something to watch. 8)

All they need to do to make it interesting is move it 800 km westwards.
