Momentum does not work like that. If your power cuts off at 355 momentum will not push you further than 355, the acceleration would cease. Unless this 355 km/h mgu-k limit is lifted then I don't think much higher than 360 kmh is possible.
The fact that these cars can accelerate above 355 on ICE power means that they are super low drag, which is not unexpected as they know they have cornering modes when they want to corner.
