Probably because they can make more money for less effort by selling the broadcast rights to someone else. It would be practically trivial to put a link on the F1 website that says "WATCH NOW! LIVE! HD! WOO!". You click it, it opens up your region's broadcast stream. Charge X dollars, include all the commercials, surround it with ads, everyone gets their money.
