Until recently, the IRL specified the weight of the cars... separate from the driver. Therefore, heavier drivers carried more total weight. A recent change in rules called for the driver and car to be a certain minimum weight, as in F1. Heavier drivers (Paul Tracy for example) have been lobbying for this change for quite a while.
