The Sporting working group apparently wants the Q3 participants to start the race on the qualifying tyres. This brings an element of strategy back into qualifying but it could also take away from the purity of pole position.
Depending on the chassis/tyre synergy teams could opt for either uncompromised qualifying or uncompromised race pace. The logic would suggest that qualifying will be faster on a soft tyre. But the soft tyre will be the less suitable for the first stint when the car is still fuel heavy.
I'm of two minds in the question because I like the idea of naked performance exibition in qualifying. On the other hand we probably get different race strategies with more passing the way they try it now.
