Why are drivers allowed to overtake around the outside of turn 4 but Button's overtake wasn't allowed?

Hamilton and Vettel 1.5 seconds a lap faster than Webber even though he's in clear air.

Both Petrov and Alonso are slightly faster than Webber, only 2 seconds behind. Webber's still 1 to 1.5 seconds slower than the sister car and Hamilton.
