I think it's just the case that he did what the rules require and ran through the "penalty lane". That the penalty lane can be quicker than the actual corner is the issue. It needs to be a slower lane.
He passed Piastry off the track 100%. Not to mention he put himself in a position where he'll be forced to bail by being a 3rd car on the outside in T1. If he doesn't put himself there then he'd come out a further place or two back.

I seem to remember an occasion where a driver took penalty lane but still got penalty later because he ultimately didn't give back position.
