I have heard that SHU lifts off every last turn in qually as to maximize the number of overtakes he can make a race.

There would be no logic in that at all, no driver would deliberately under-qualify just so he would have something to do during the race. We may find Vettel boring, but I bet he wouldn't want his championship to go any other way than him leading from start to finish.
