because the early years engineer want to make car lighter but they don't know what is drag

I think closed-wheel bodywork got banned back in the 50s.

Good illustration to the fact that engineers still chose open wheels even when they knew what drag was.

But why do we still have an open wheels formula? Would engineers still leave them uncovered if they were not required to do so by the regulations?

Well, you ain't gonna like this but, we had and kept open wheels for the danger factor.
Way back when, danger was an integral part of F1. It was part of the selling point. Heck even the standing start was touted as more dangerous than the Americans rolling starts.

because they think that driver die in their car is not important

and then, in the wingless years, close wheel would increase lift force since uper side surface area increase
