2013 cars, for the top tier teams at least.

My question is mainly regarding Mclaren and Red Bull. Basically due to the stability of the rules next year will we basically see a re-badged MP4-27(the MP4-28) and similarly for the Redbull. I ask this as I assume that they will have developed the cars as much as they can this season, and it is a natural conclusion therefore, to assume the cars are at their fastest in terms of performance in the last race? I.e. the Brazil spec cars would eat the AUS spec cars?
I also have directed this query towards these 2 teams as I think we can all agree they have the fastest cars, and so will hope to carry that on next year. Teams such as Mercedes, Force India, etc etc I would imagine would just redesign their cars as they have nothing to lose, in regards to they can afford to try a new design to see if its competitive, as Ferrari did this year but obviously that design hasn't worked out as they would've hoped.

SO... yeah just a general query thought it might be fun for us to chat about, especially the more knowledgeable members of the forum.

I remember Newey saying something like over a season the total gain in performance was about half a second.
Cars will be an evolution even though they might be brand new in terms of starting with a clean sheet of paper.

What´s interesting in 2013 is 2014. Who will fight to the bitter end and who will put all of their focus on 2014?
I think whoever builds the fastest car next year will have a relatively easy route to the title.

Well merc is already working on their 2014 car, so I think if they for one don't make much headway in 2013 within the first 1/4 of the season then I think they'll switch focus. But I digress from my OP haha.
