Rules allow a certain type V6 with turbine but does anyone know if you can add a micro turbo?

Nope, not allowed to use anything but a 1.6L V6 with an electrically assisted turbocharger. A range extending turbine would be illegal.
Formula One's fundamental ethos is about success coming to those with the most ingenious engineering and best .............................. organization, not to those with the biggest budget. (Dave Richards)
