F1 Rules and fair competition

For years I have known about the special status afforded to Ferrari, because Bernie Ecclestone considers the prancing horse to be integral to the F1 brand. As a fan I have tolerated this because rooting against Ferrari is like rooting against the New York Yankees, or the Soviet Hockey Team.

Lately however it seems that the rules and their application have taken a turn for the worse. On and off the track, the rules need to be applied fairly.

On the track:
I started this thread as a result of discussion in another thread concerning cars leaving the racing circuit. Heaven forbid Mr. Ecclestone follow what the Americans have done, but these problems have been solved. Four wheels off gets a timed pit stop penalty...If the four wheels off results in a spin, crash, or a long slow drive back around to the pits, the penalty is often waived.

Off the track:
F1 is a sport of money and to the winner go the spoils. There is no way around it, and frankly the prize money should be the incentive to win. However, Bernie Ecclestone would do much to protect his brand if he took $60 Million he gives to Ferrari just for being Ferrari, and increased the amount of prize money to smaller teams. Frankly I'd prefer to see the prize money distributed in a linear fashion from first to second to last. Last place would get punished by getting no prize money at all.
