Question about F1 anti roll bar

hello guys,
i hope you all doing well,
my question is about the anti roll bar in recent f1, let's take the picture below as a reference, i would like to know does the bar actully is able to rotate i mean when it's free from any connection can it rotate around it's center line ? or is it fix but it will rotate just under load ?

Why would it be locked?

The tube acts as a torsional spring which resists unequal left-right wheel displacements.
