All that has to do with the power train, gearbox, clutch, fuels and lubricants, etc. Generally the mechanical side of Formula One.

With the engine freeze rule looming on the horizon, this seems to be the oppotunity for Cosworth to again be what it was to F1 back in the DFV days. With the big factory team not being able to throw money into the engine anymore year after year, specialist such as Cosworth can properly compete on a equal footing to the others and again be a viable source for good engine to privateer operation. IMO this is probably good for the sport in terms of competiton as a whole no?

I would aggree with you but but still the factory teams will have an advantage.
I won't be a huge advanatage, but will be ALOT LIKE NASCAR. The differance between the best engines and weakest engines will be about 10-15Hp max. Those 10-15Hp make a huge differance over the course of a race.
That is why you see the Yates/Roush, Hendrick, Gibbs engined powered cars up front every weekend. Those cars handle great in a straight line.
To finish first, first you must finish.
