We will allow them to use non-structural fairings around the upper part, which can be no more than 20mm from the main structure.

This creates lift -negative downforce- and a bit of drag. So on its own this is not desirable. What I think is happening, is that the frontal tube of the halo pushes airflow higher up, away from the airbox and bodywork around it. This will rob the airbox of air, which has its impact on the PU, and the rearwing of airflow. So they have to come up with a solution, even though all of this is not desirable.
