It adds downforce. When you speed the air on one side of the wing it will lower the air pressure there.

OK, I've asked because I've been in the impression that they can use it for stalling the wing therefore reduce the dowbforce...

Tech "journos" have that tendency to throw all kinds of ideas around without consulting with teams what might actually be going on. Motorsport network is seriously dropping the ball this season, way too often.
And they call it a stall. A STALL!
