I know this is a year old, but only now I've noticed this. Since last year they put a barrier with a picture of the sea on the outside of Portier before the tunnel. Why is that lame thing there?
They do a pretty good job of not showing this on camera, since during the race they pretty much just show this corner from the outside, but from the qualifying onboards it's visible that it's there since last year, yet it wasn't there for 2016.

I did hear they were expanding and building more area.
I was just commenting a couple of weeks ago how Monaco had changed and become even more crowded because they have allowed building that was previously not allowed.

The final design of the land reclamation hasn't yet been finalised as there is still a long lasting rumour that the F1 pits will move to this location, into a paddock area that will be something akin to Baku, but tighter. The reason for this is to give a 800m long straight that will give a good overtaking opportunity, and will extend the length of the track from 3.340m to around 4.600 to 4.850km, and mean the race will be 63 or 66 laps in length. It would also mean that the track would see the cars come down from Lowes down to Mirabeau then turn left then sharp right into the new section, and the turn into the tunnel would see the cars rejoin from the new section via a left hander and not the present right hander.
The idea of this would also mean that the teams would then have their motorhomes behind the paddock area and such.
Monaco will decide the final plans in the next 6 months i have read.
