1. Entry fee
This is an obstacle if privateer auto racing teams/constructors are good at other tournaments such as ART GP, DAMS, WRT, Prema etc. also had to pay US$200 million for the entry fee for Formula 1. Previously, the entry fee for private teams to enter Formula 1 was relatively cheap.

2. Searching for manufacturer as an engine partner and supplier
In point number 2, looking for engine manufacturer supplier partners is certainly not easy. Mercedes HPP and Ferrari are already too crowded in the number of engine supplies to their client teams. Inevitably the new private team must find the right supplier partner like Renault, which currently only exclusively supplies the Alpine F1 Team and there are 2 empty teams slots that are interested in partnering with Renault engines if they wish.

3. Unfavorable/Unbenefitable
The new Formula 1 team, which is mainly from the privateer sector, does not guarantee that it will be directly competitive. If you become a consumer team from the factory team, the private team will have difficulty competing with different engine specs from the factory team through power handicap. On the other hand, if the new Formula 1 team directly partners with the engine manufacturer, it does not guarantee that they can compete with the mid-level or top teams.

4. The number of Formula 1 car grids has reached the maximum limit
Generally, the maximum limit for a Formula 1 car grid is only 24 but at least Formula 1 needs at least 1 or 2 new private teams that can complete the Formula 1 grid.

Signing a new Formula 1 team is not as easy as it used to be. Expect ART Grand Prix, DAMS, WRT etc. will enter Formula 1 isn't necessarily profitable, after all, especially if you bring in new Formula 1 teams by "registering you have to think"?

Last time the Formula 1 new team entered Formula 1 by built from scratch was Haas F1 Team in 2016.

private entries were banned 4 decades ago
ie entries of cars bought from a car maker whose own team's entries also use that design
a Lotus 79 might have been the last

Haas isn't a private entry - it's a constructor

I think he meant privateer constructors. IE, not a car company. RBR and HAAS a well as Williams would fit. Oddly, Alfa Romeo would not...
