To freeze or not to freeze

Many sites are reporting that Ferrari has a better engine for Silverstone. None mention any details, probably cause Ferrari hasn't told them.

My question is that what parts of the engine can be improved under the freezing? The search comes up with little hints that something can be improved, but I didn't find any detailed info.

From what I understand - nothing inside the block or heads.

But all things like pumps, and trumpets, exhaust are free. would think that they would be allowed different cam profiles though.
