Have you tried going to the SAE website and SEARCHING?

You won't get much from SAE papers though. They are typically very brief. I suggest one of the various engine design textbooks. Engineering degree also helps.

The most entertaining SAE paper I ever read regarding F1 is No. 890877. It's about 19 years old now. It was authored by (among others) Osamu Goto of Honda. It goes into detail about the performance and design of the 1000hp RA168E 1.5L V6 turbocharged F1 engine. Great stuff!

A quick search on the http://www.sae.org website generated over 400 hits for Formula 1 tech papers. Get out the credit card, or sweet-talk the librarian at your university.
