Ferrari v Williams - Guess who opposed the test - a bit odd

I have been thinking about this for the last few days, and the more i look and read the odder it gets. Why did Ferrari make the "Guess who opposed the test with the F60" statement, and also go on to say they DID NOT oppose the same request by STR?

Also they did not say a thing about Red Bull/STR for opposing the test.

Its almost as if they expected it - so who stopped STR having a driver test for let Alguersuari? Was it only Williams? Are Ferrari trying to 'out' them?

And is this anything to do with Williams breaking ranks with FOTA?

Here the statment for Ferraris website:-
Maranello, 4th August 2009 - Guess who opposed the test with the F60? A team that hasn't won anything for years and yet didn't pass over the opportunity to demonstrate once more a lack of spirit of fair play.
Just for the record, the Scuderia Ferrari had given its approval to let Alguersuari test, but it seems even in this instance someone decided to stick to the precise wording of the regulations.
