He was standing right next to him as the truck came in. And yeah I get the rule, but taking the car back to the garage doesn't mean they are starting the race. For whatever reason they decided to police it there and then, rather than let them have the car and argue it later.
If I was RBR I would want Merc to have as little time as possible to fix the car. Just in case…

Lewis is going to have a lonely race. Possibly can get to Charles but no where near the others.
