I really disagree with this. Norris was unlucky because he was a second car to attack Verstappen. Verstappen lost his tires and his pace dropped off. Not sure lando cost himself anything. I don't think their approaches were that different, but Verstappen made a bigger mistake when defending against Piastri.
No driver was ever going to take the position away from Max round the outside there in lap 1. I don't know why he bothered trying. I do agree that they have to start taking the inside against Max. Or at least attempt to take it so that Max has to drive super defensively.

I don't blame anything about the later overtake attempts, Max wasn't going to fall for the same trick he fell to Oscar. But the lap 1 was entirely on him. He killed his race by trying something that has never worked against Max.
