Probably Verstappen did not maximize the laptime, but the result is still maxed (with Hamilton's penalty). Didn’t he have 5 sets of softs?
Turn 5 went slightly deep there that meant he had to correct a bit coming into the hairpin. Comparing the onboards of LEC, MCL and Max, the difference in grip is easily noticeable. Max just can't find any grip throughout most of the lap, even turn 1 the car is not planted, the difference in the hairpin and the rest of the slow stuff in sector 2 is also huge, the fronts just don't grip and he has to wait too long for the car to rotate. A combination of high tyre temps resulting in low grip and the RB21s inherently poor mechanical grip.
Ah, I thought he said something about traffic or strategy, and on Ted's notebook, Ted said Yuki thought the RB's slowed him down (possibly they had traffic too, and held him up?). Not sure how accurate that is, but it seems to fit the original quote from Yuki a bit better.
