I think they were waiting for a Red flag, vsc, or safety car. They would've ended up like Tsunoda because Williams and VCARB "back up the pack" strategy basically screwed them. I feel terrible for the team and drivers. The last few races have been insanely unlucky. On par with Ferrari's bad luck in 2022, except Mercedes isn't fighting for wins so it's gone unnoticed.
