The purpose of devices like this is never direct load generation. They enhance the flow of the entire rear wing system.
Of course it generates load directly. But even if one ignores that small bit of load, one has to wonder whether the device shown by RB is working the rear wing as hard as the devices shown by others.
The other question is whether the smaller, and thus likely less effective, device used by RB shows that their aero balance is pretty much front limited. No point adding more rear end downforce if the front can't balance it. And as we know that Max likes a reactive front end, does it suggest that RB's front end is aero limited? If they could add more rear downforce they would, but if the front can't balance it then they're unable to add more at the rear without inducing understeer and thus annoying Max.
Or maybe the RB solution just gives the rear enough extra to give Max confidence in it and thus it's all they need to maximise the performance of the whole aero package.
No way for any of us to know at this point.
If you are more fortunate than others, build a larger table not a taller fence.
