It's not an issue about being "ready" by the summer break per se, it's an issue about when they know they can start the actual ADUO development. Apparently, this hasn't commenced yet.
That was a very confusing part of the article. If development hasn't started yet, we can forget about anything until next year.
I hope they've been working on performance since they started physically building the original PU, before January 2026. Many things in the ICE get locked in once you start physically making parts. If they haven't been, forget it—we're lost. Maybe they're waiting for the FIA's approval to start manufacturing, but even that doesn't make sense.
I would expect that they're waiting on a date from the FIA that they can put the new ICE to use, in the mean time R&D continue to work feverishly on performance upgrades. Once they get that date, they will work backward from there to allow enough time to produce the new hardware. If there isn't enough time, the FIA date will turn into a Honda date, and pushed further into the future than the FIA date.
