That is a very general statement. And it is true in general, with the caveat of being able to generate that downforce efficiently, but there is also so much more than that!
My point is that in this (unfortunate) era, and in a track like Spa, S2 may be raced at a slower pace because of energy recovering. So having more downforce in those corners may not be that useful, since they may take them at a lower speed to recover more energy.
