Thanks, but I strongly doubt that all cars are at the exact same scale though.

Just enlarge that pic to a scale that a tyre just fits your screen, brighten it up a bit and then just compare the size of the tyres.
Matching the size of the tyres is the wrong way to do it, unless you are absolutely sure the camera is aligned and focus on that point. I don't know why people started doing that in the first place.

To match the pictures you have to know where the camera is focusing on. And from that point you scale a part of a known dimension, that is perpendicular to the camera view AND either Horizontal or Vertical.

For example if I know the camera is focusing on a wheel and the wheel face is perpendicular to the view of the camera. I can choose to scale from that point. Then there is the problem of perspective. If the person who is scaling the pictures know how objects appear when viewd in perspective (as compared to isometric or orthographic) , he can use drafting methods to obtain the centre line of the car and measure from there.

I would do it in a 3d program that has "perspective" view: Make four cylinders to represent the tyres. Make the cylinders the same diameter as the real tyres. Draw a line going through the centres of the rear tyres and do it for the front. You know the max width from tyre to tyre. Draw the horizntal centre line of the car on the midpoint of the "axle" lines. What I would then do is to import a picture of the car into the 3d view then adjust it (move, rotate, scale etc) so that it is coincident with the wheel that the camera was focusing on. Then knowing what type of camera was used (like wide angle, foucs type(?) etc I don't know much about cameras lol) You set the perspective camera view to match that camera. Then the tyres in the picture should somewhat match up with the cylinders that we just drew. Then all we do know is adjust the centre horizontal line until it reaches the tip of the nose and the back of the crash structure. This is the true length of the car. Similarly you can do it other points on the car such as to find the wheel base. You can do it for the height of the car too because we know the maximum height.
Wheelbase is actually the dimension we need to be comparing, this will give more representative factor in determining the layout of components.

Sorry to say but Autosport has couple of errors in their table.
Check Massa's laps for example.

Cool ! Bon voyage.

And Renault ? What do you think of Renault ? Kubica made his best time in a 6-7 lap run. Then he made a race simulation starting with a 17 lap run (1:23s laps in the beginning)/pit-stop, then a 22 lap run starting with a 1:22s pace and ending with 1:20s laps...
