My guess is this:
Let's say SC lap delta is 2 minutes. RBR pit just before it, Mercedes pit during it, it all balances out.
But Hamilton had to follow Rosberg AND lose 5 more seconds so he could come to the pitstop just as Rosberg was leaving. So he did a 2.05 lap. The 4cars were 1 second apart before SC, so that put Hamilton 3 seconds behind Webber (from 2 seconds ahead).
That's my explanation for it because Mercedes didn't protest any RBR speeding violation. I'm not saying they shouldn't be investigated, quite the contrary.
I think this incident is adequately investigate by sky sport and Lewis admits that it was his fault to hold up for long .

About Kimi - Perez incident it was definitely Perez fault he couldn't have turned in from that point because he locked up . Also Perez has a great sense of traction out of the corner before tunnel and he maximizes his speed .
