I think he lost 5 seconds. If they'd send Webber round one more lap a soon as the noticed heavy problems for Vettel's stop, he'd be in front.
Knowing how long the problem would take solving, I still think leaving Webber out was better, it doesn't matter if he's second by 10 seconds or 20 (10 being the current situation, 20 being SC problem and having to race Alonso fierce), but it does matter that he lost a good chance at victory.
Mind you, I was just pointing out the bad decision made by RB as soon as Vettel ran into problems at the pits. His race engineer should have been ready to take advantage of the situation. I don't think they did it on purpose.
