Sure, why not? That said, too much recovery from the H might mean too much back-pressure on the exhaust, which would lead to a loss of horses from the ICE, so I guess they must balance this.

Others have stated you can go over 4MJ already if you count the H-to-K pathway. I don't think the systems as they are now really go full speed, they will be improved over the year and maybe the delta between full-bore qualifying and race gets smaller. Power restrictions on the K could be relaxed in order to improve performance, minimum weight can be increased to allow for more powerful ERS or a bigger ES.
At some point though only so much energy can be extracted from 150Kg of gas thru ICE and H-system.
