All that has to do with the power train, gearbox, clutch, fuels and lubricants, etc. Generally the mechanical side of Formula One.

How are the engine manufacturers saving money with the token system? They still develop all year they just can't use every improvement they find. It seems more like a system for preserving the status quo than for saving money.

They don't, they are spending a huge amount of money and they can't improve, it's stupid like most of the F1 rules.

Pretty sure they will just develop all parts of the engine and then pick the ones that gain them the most.

They certainly don't develop all aspects of the engine, as some of these e.g the block are already frozen. I think they analyse what areas can be improved upon within the token system and then work on those areas. This may lead to multiple paths of development for a specific system (e.g turbo designs), so it is expensive. At the end of the development cycle (if it hasn't been realised before this point) they'll select the most suitable design.

I'm pretty sure they're developing everything they can, if not everything with the same level of financial commitment. They never know when the FIA will open the token system up a little more to help the struggling engine firms catch up.

Developing everything would be a waste of resources. Also the PU works together as a package, so a specific system designed as part of a complete PU overhaul, may not work efficiently when fitted to frozen part of the package.
