Could even be (again) just a small slap on the wrist, no constructor points for second or so.

The question will be if he defended his place or did he got the instructions to finish.

Yes Seb lost it on entry and forced the Williams off too.

Sky have just said Mercedes clarified with race control before they messaged Nico, they were told he could be told about the imminent failure. It was the coaching that he received after being told that has caused the inquiry

There-in lies the paradox. If not telling him would have resulted in terminal failure and retirement, by default the radio message to change the setting was permitted. Again I don't think it will be the mode switch which will prove to be the crucial point but the instruction to skip 7th gear (which, ironically, he didn't appear to do anyway).
But last race FI box couldn't tell to Perez that he was going to have brake failure and that caused a crash, luckilly without injuries.

A brake failure is more dangerous to safety imo.

I've read on another forum that VET got 2 points penalty on his driving licence. But I couldn't find the news elsewhere

Altering a driving style or changing a mode to avoid a retirement is, in my opinion, the same thing (EDIT: clarifications: of course it isn't the same thing, but the result is the same). Braking issues are even more dangerous to safety... But that's very thin ice.

Moreover I think it is absurd that there isn't any punition on the rules. Now the steward are in a very bad position.

Mercedes themselves (Wolff) say they kinda expect a penalty of 5 or 10 seconds according to MST
