My reading of the regs is that anything between the rear axle and 400mm in front of the axle cannot be more than 750mm wide if it is more than 300mm above the reference plane (reference plane is basically the plank).
And nothing can be more than 950mm above the plane.
It looks in-front from this shot, but not 400mm. You also have to remember the rule has two constraints. If its total width is less than 750mm (2*375) then it still fine. It might be an item that works and is legal but actually isn't worth very much lap time. However, everyone will be looking at it now just to be sure. That eats up CFD and wind tunnel time and they are both a limited resource.
