The new MGU-K specs were available for all teams from Monaco, so they could make changes to take it well in advance if they wanted it.

They could be running the PU in a different temperature range. They use different fuel. It might not all be packaging.
I agree, but you could put both those things under the guise of "Packaging"/how they're using the PU. In other words, those all fall under RBR's responsibility.
Last year was a different story, both Renault,STR and RBR had PU issues...McLaren used Honda PUs so we're not even looking at them for last year. This year RBR are having a far greater number of PU issues than the other 2 using Renault PUs. McLaren also has had it fair share of (PU) failures (as has Renault) it is all within the range of possible differences, no need to put extra blame on RBR imho.
