They did the same last year. Started out with a medium downforce package, until a crash wrecked the rear wing. Then they continued with a high(er) downforce one. I think Red Bull is running less downforce(or at least did today), from observation it looked like that, from the fact S1 was the car strongest and now for it's top speed.
It speaks highly of the chassis work imo, when they put the final aero package this thing will be a beast.
