For some reason fans get stuck on the idea that Ferrari were cheating... There is indeed no proof they were outright cheating. They clearly found and exploited a grey area in the technical regulations in 2018 (
which the FIA were happy with) and then went more extreme last year and exploited it even more. Other teams then questioned it and the FIA investigated (
again). The design/system was likely so complex the FIA couldn't determine exactly what was going on but could determine enough of the system to decide it was operating outside of their interpretation of the regulations. Wanting to draw a line on the matter they settled in private and Ferrari had to remove whatever they had done hence their drop in power.
That is not cheating. That is the FIA clarifying their regulation interpretation which then happens to be different than Ferrari thought. Bit like the double diffuser for example. Or DAS. All comes down to interpretation of the regulations...
