He has to take it within 3 laps and if there's another SC he'll have to wait even longer - you can't take the penalty during a SC. His only chance is to pit and then go for it.

My reference to the table was to show where the netting is. Regardless of the existence of the table, the existence of the netting (to protect the marshalls) might have made putting the car behind the barrier problematic. Especially if you want to keep marshalls there after the car was put there.

They are there all day and they spend time sitting there between races etc.
If you are more fortunate than others, build a larger table not a taller fence.
