Normally a CEO is more a strategic position and less busy with day to day operations while a MD runs the operation under the control of the CEO. In this case, Cyril reports to Brivo who reports to Prost (and other board members)

Abiteboul announced his hiring. So must have been part of the interview process. The News all along has been that Abiteboul would be CEO of Alpine. So a Team principle hiring was expected. So IMHO you assertion is wrong. It was a given there would be a new TP for 2021. I suspect that beng beaten by your own customer team in Mclaren two years running whist probably having a bigger budget will have cost Abiteboul, that and what looks like internal politics and a management shake up higher up in the Renault Group.
De Meo is on the job only since July. Looks like he's cleaning house. Renault Sport lost several customers over the last few seasons, just three podiums with their own car and a lot of money invested in drivers, without additional income. So, he distanced the team away from Renault, put a business developer on it, hired a guy that knows how to turn around the talent in a racing team.

The replacement of Abiteboul being from Inside the Renault group(Rossi)... You can read into that what you like. Either Rossi was hired in 2018 to be CEO of Alpine, he was hired as a replacement in the eventuallity of Abiteboul leaving or he was a last minuite choice to save face and fill in. His resume does look very CEO like.
