It's quite perplexing, one can only wonder what they were waiting 2 hours for, especially since they had a good indicator that the rain could be ramping up - maybe the need a unanimous vote?. If they were really to err on the side of caution this is what they should've done and by this I mean your suggestion.
It very much reminds me of the saying ‘close the stable door after the horse has bolted’!

If it is a one hour race, wouldn't a team just run the engine idle to shed a bit of fuel?

As for aquaplaning, it's the driver's responsibility to judge the limits even if it's aquaplaning, so do so...

Pirelli wets have been trash since the very beginning. No point trying to race when the tires can't deal with the water level. The tire design defect isn't a driver error.

Yes, I think so. So it can now start any time today but the three hours will also restart so we will only get an hour maximum of racing at the most- maybe less if light becomes a factor.

Yes the FIA stewards have the power to suspend the clock of a race.

Do they have to restart it when the race starts though????? or could we get a full race distance

At this point, it’s got to be some laps of proper racing with no safety car or nothing at all.

If proper racing isn’t possible then just put us all out of our misery and call it off now.
