Wasn't Michael stripped off all the points in 1997 for a similar driving? Taking off someone, especially if that happens to be the championship contender, purposefully is against the code of conduct and should be thoroughly punished. If there is no "brake failure", then Totto should be fined as well. The pace Nico was travelling at, i doubt anything was wrong with his car.
