Nah I'm certain what we're seeing is honda's mapping getting caught out by T9 (campsa) being flat out (or nearly) and not re-engaging the battery on exit, or something along those lines. Can see the issue into T10 on the telemetry. It cost him 2 tenths to Perez.
Verstappen was at 96% throttle going into campsa, but it looks like that's still enough for this to happen.
This happened already in australia during the race when ERS mapping didn't anticipate T5 eventually becoming full throttle as fuel burnt off. Verstappen was on the radio multiple laps that he's losing time there, then at first he was instructed to do a lift in T5 so that ERS mapping knows where it is on track, but eventually lifting was getting too slow so he was told to just use overtake from T4 to T6.
