There have been times in the past when he was paired with Perez, that Perez had speed over him when the car was more to Sergio's liking then it was to Max's. So who's to say that its not a certain trait in the RB that allows Max to be so fast, that another car may not necessarily have?
Because Max has been mega fast in every iteration of car he's driven. He's not just magically lucking into all these different cars across teams and regulations that happen to suit him so spectacularly. Max is also not 'liking' the current Red Bull either, or last year's. He complains about it plenty, and was even vocally against replacing Perez because he knew that the car was the problem, not the driver necessarily. He's clearly just way better at dealing with a difficult machine than others.
And Perez only very rarely actually had any speed over Max, and it was almost always limited to like a specific session. It would never last beyond that rare weekend. Which is nothing unusual at all for any top tier driver. Most every driver at the F1 level will have their days where everything comes together and they have the kind of form to compete with the very best. The main thing that separates the true greats from others is simply the sheer consistency that they can perform at that level. Max has proven he's that kind of driver.
