We don't know how long they have been developing it and in which stage it currently is, but with the summer break coming up they will have 1 more week to complete it and to produce the parts. Not alot of time. However, such a system could be very benificial for Spa and Monza.
1 more week? There's a 5 week break, they're holidaying for the first 2... That's 3 of pure development after that.
Each team has to close their plants for 3 weeks. As this week is almost done, I'm not counting it in anymore. So that's one week left for it. Obviously, all new parts they intent to bring to Spa have been developed and probably some of them are already manufactured.
I'm not going to take as an agressive stance as Neno, you can develop smill bits and pieces within 3 weeks, but a full working DRS would indeed take atleast a couple of months. Again we absolutely do not know how long McLaren has been working on it. It would be best to introduce it on Spa, McLaren knows that too. If they started early enough you will get to see it there. If not, they probably wont get it in time for Italy and in Singapore it would give little advantage. The next best circuit would be Suzuka.
It is possible to get it right from the first practice. Back in 2010 Renault came to Spa with their own f-duct and got it inmediately working.
EDIT: I have to correct myself; they only need to close the plant for 2 weeks, not 3. So yeah, they have 2 weeks to work on updates.
