That's VERY far-fetched whether you mean dry qualy or similar rainy conditions for everyone. All you need to check is results after first run. I feel Diresta would never have had pole. Even if he stayed out on the track he would still have to compete with redbull in the dry.
As for Rosberg, he was just benefitting from being in sync with the sweet conditions on track. He opted to let a few cars past to be the last man over and getting good conditions, but he did it too early, and while benefitting deprived himself of another run because the flag dropped.
So all in all, i think the results are what they would have been, only that rosberg may have been up one or 2 places.

The problem is you can not put together Rosberg's and Lewis's sectors at Spa. If you put together his best 3 sectors in Q3 he comes out 1 second quicker than Vettel, after being 1.2 seconds quicker in sector 2. Even more impressive from Merc is that Rosberg was much quicker than Hamilton in sector 1 and 3 and if you put together the combined best sectors of Rosberg with Hamilton then Merc were potentially 2 seconds quicker than Red Bull. If it is the same conditions tomorrow Hamilton could very easily pull out a lead quickly.
