The fuel flow limit is there to limit the maximum power that they can produce. If this wasn't in place the teams could run the engines under massive power in qualifying, setting very fast times, and then would be a lot slower in the race. The flow limit aims to bring the race power and qualifying power closer together, whilst still allowing a bit of extra power when needed to aid in overtaking.

This year the fuel consumption depends largely on how much time you spend at max fuel-flow, 10.5 to 14 kRpm,
why it can also be that the W05 is a superior car in other areas so that the drivers don't need to rev that much.

It can also be that Nico Hulkenberg is an underrated driver, who can be easy on the throttle and still very fast.

But seriously, it's an indication, but that can also be from the Mercedes ERS-systems being more efficient, saving fuel.

Or it could just mean that they have a superior ERS strategy.

It means plenty. The % is out of 100 kg allowable.

4 out the top 5 lowest consumptions are mercedes' engines looks like a pattern to me. You wouldn't suggest all of them started with extra fuel on board?
