By the end of the season, I wouldn't be surprised if RB would stand as the second best team. There are also multiple reasons to believe this way. Ferrari has thrown the towel on the SF16H to focus on 2017, whereas RBR, traditionally go deep in their development of the cars. Last year, when Newey decided to take a back seat, Dan Fallows took over as the head of aero and he is still leading the current car. With new regulations coming for 2017, Newey is fully involved again for that project. So, RBR has, more or less, equal focus on both seasons. If Ferrari doesn't out develop RBR on the chassis side, they definitely stand to lose more on the above mentioned circuits. Assuming that, Ferrari does introduces a lot of PU upgrades, it wouldn't still help A GREAT DEAL for these circuits, whereas any upgrades from Renault on PU will enhance the development advantage for RBR.
To add to what you have explained, Mario told ESPN that everything that's been happening and happened for Ferrari is all bad luck and grave misfortune and that they are still fighting Merc and not RBR for this season.
